Persistent disparities in court infrastructure—ranging from courtroom availability to digital integration—remain a hurdle for India’s lower judiciary. By forming this committee, the Chief Justice of India seeks to move beyond fragmented, state-specific development plans toward a singular, pan-India standard.

The committee is tasked with evaluating current needs and delivering a report to the Chief Justice. This report will serve as the technical basis for the judiciary’s subsequent negotiations with both the Union and State Governments regarding funding and construction priorities.
