EU Opens 'Fundamentals' Negotiating Cluster for Ukraine and Moldova Accession
The Council of the European Union has formally opened the first negotiating cluster—Cluster 1 'Fundamentals'—for both Ukraine and Moldova, following the removal of Hungary's long-standing veto.
A Breakthrough for EU Enlargement
On June 3, 2026, under the Cyprus Presidency of the Council of the EU, ambassadors formally launched the process to open Cluster 1 ('Fundamentals') for both Ukraine and Moldova. Formal intergovernmental conferences are scheduled for June 15, 2026, in Luxembourg to officially launch the negotiations. This marks the transition from technical screening to full-fledged political negotiations—a watershed moment in European integration.
Removal of Hungary's Veto
The primary obstacle to advancing these negotiations had been a veto by Hungary, which demanded protections for the ethnic Hungarian minority in western Ukraine (primarily in Zakarpattia Oblast). A bilateral agreement between Kyiv and Budapest regarding minority language rights and cultural autonomy effectively removed this barrier, unlocking the path for both Ukraine and Moldova (whose accession paths have been linked since December 2023).
What Does Cluster 1 Cover?
- Rule of Law: Judicial independence, anti-corruption frameworks, and fundamental rights.
- Democratic Institutions: Functioning of democratic bodies, media freedom, and civil society space.
- Public Administration Reform: Ensuring transparent and meritocratic governance.
- Economic Criteria: Basic market economy functioning and capacity to withstand competitive pressures.
